The NCAA Division III staff has created this bi-weekly communication for the Division III Commissioners Association to provide up-to-date communications on recent Division III governance meeting discussions and outcomes. Please share this communication with your conference members.

Recent Governance Meetings - Key Discussions and Outcomes.

Division III Playing Rules Advisory Group, April 13
Initial concepts. The advisory group reviewed and discussed potential federated playing rules process models for Division III.  The group also considered processes for considering playing rules for sports that do not have a NCAA playing rules committee. The group’s initial proposed process will be shared during next week’s Management Council meeting. 

Upcoming Meetings and Anticipated Discussions.

Student-Athlete Advisory Committee, April 15-16
Key agenda items. The committee will receive congressional engagement education and will have discussions around  selecting new SAAC working groups for 2023-24, committee opportunities, the mental health hardship waiver and the revised Philosophy Statement. The committee also will review and edit its SAAC policies and procedures with a focus to determine the SAAC voting procedure for the NCAA Convention Business Session.

Student-athlete congressional townhalls.  Division II and III National SAAC are hosting two joint townhalls for student-athletes on April 18 (6p.m. Eastern) and April 20 (8 p.m. Eastern) to provide student-athletes with an opportunity to learn more about the legal and state threats to collegiate athletics, the work of the NCAA Board of Governors Subcommittee on Congressional Engagement and Action, and most importantly, to seek feedback.

Management Council, April 17-18
PROP and federated playing rules. The council will consider a request to eliminate legislation that requires playing rule to be common and will review and discuss the initial process from the Division III Playing Rules Advisory Group.

Board of Governors. The council will consider the request to adopt legislation to eliminate the Committee on Sportsmanship and Ethical Conduct.

Interpretations and Legislation Committee. The council will consider several requests to adopt legislation regarding playing and practice season legislation and approve a resource regarding NIL.

Division I Transformation Committee recommendations. The council will begin to review some of the DI Transformation Committee recommendations and consider the application of those recommendations for Division III.

Committee on Women’s Athletics. The council will consider the committee’s request to sponsor 2024 convention legislation to add Stunt as an emerging sport.

Athletic trainers. The council will consider a request to create a working group to review the issues campuses are encountering with hiring and retaining athletic trainers.

Financial and Risk Management Working Group.  The council will receive an update on the charge, composition, timeline, and scope of work for the newly created working group.

Philosophy Statement Review Working Group.  The council will receive an update and provide feedback on the revised Philosophy Statement.

BOG Congressional Engagement.  The council will review the feedback from the recent Division III webinars that provided education on the legal and state threats to the Association and the work of the NCAA Board of Governors Subcommittee on Congressional Engagement and Action.

Presidents Council, April 26
Financial and Risk Management Working Group.  The council will receive an update on the charge, composition, timeline, and scope of work for the newly created working group.

Philosophy Statement Review Working Group.  The council will receive an update and provide feedback on the revised Philosophy Statement.

Championships Committee, April 27
Gender equity. The committee will receive an update on the ongoing gender equity efforts across all divisions.

Budget priorities.  A budget priorities survey was distributed to the membership on Thursday, April 13 seeking feedback to inform the Championships Committee’s discussions ahead of the FY25 budget cycle. Responses are due back by Friday, May 5.

Selection criteria. The committee will continue to review selection criteria and the metric by which teams are selected to championships.
