Colleagues,

Today the NCAA Board of Governors took a historic step and voted to convene a special constitutional convention this November, with action expected to be taken at the NCAA Convention in January. At this virtual convention, we will take on transformational, organizational change to enable the NCAA to meet the needs of current and future college athletes.

In August, the Board of Governors will appoint a 22-person Constitution Review Committee that will include university presidents, athletics directors, conference commissioners, college athletes from all three divisions, and independent members of the NCAA Board of Governors.

That committee will immediately begin working to identify the core principles that define college sports and propose a new governance model that allows for quicker change without sacrificing broader values. It will also propose a new system of governance and rules enforcement that further contemplates the role of national oversight and places appropriate responsibility at the school and conference levels.

In November, the committee will submit to the board a working draft of its proposals for membership consideration. Those proposals will be discussed at the virtual special convention no later than Nov. 15.

The final proposals will be provided to the NCAA Board of Governors by Dec. 15 and will be voted on by the full NCAA membership at the January, 2022 NCAA Convention in Indianapolis.

The time is now to transform college sports. The changing national landscape and mounting external pressures on the NCAA have made it clear that a fundamental change will be needed to position the Association to continue to provide opportunity for college athletes in the years to come.

We must come together in our efforts to chart our path forward. If we stay focused on the things that matter most — helping students achieve success as students and as athletes — we will succeed.

Sincerely,

Jack DeGioia

Chair of the Board of Governors
