The NCAA Division III staff has created this bi-weekly communication for the Division III membership to provide up-to-date communications on recent Division III governance meeting discussions and outcomes. Please share this communication with your campus and conference colleagues.
Recent Governance Meetings - Key Discussions and Outcomes.
Management Council Federated Playing Rules Subcommittee, Feb. 25 Orientation. The subcommittee had its inaugural meeting during which it reviewed its charge from the Division III Management Council and approved an initial approach to conduct its work.
Football Playing Rules. The subcommittee reviewed the football playing rules survey. The group identified one rule regarding post-game review of potential feigned injury situations and the potential conference involvement in that review as an item to monitor.
Membership Committee, Feb. 26-27 Provisional membership applications. The committee approved two applications for provisional membership. Johnson & Wales University, Charlotte and Regent University will begin provisional membership September 1.
Convention proposal referral. The committee discussed the next steps related to a convention proposal that sought to establish eligibility opportunities for graduate-level student-athletes enrolled at a non-member institution with a formal academic agreement with the certifying institution. The committee discussed a potential pilot program beginning with the 2025-26 academic year for individual student-athlete enrollment waivers.
Waiver criteria may include the following:
The student-athlete would have had to participate at the certifying institution (this waiver is for completing eligibility at a specific institution, not for creating an entire new pool of student-athletes).
Student-athlete does not have to be a graduate thereby allowing for greater flexibility for 3-2; 4-1 programs that do not satisfy the current legislative exceptions.
There must be an existing academic relationship between the institutions and the student-athlete is enrolled at the non-certifying institution pursuant to that academic relationship.
The institution details how it certifies academic eligibility (e.g., full-time enrollment, satisfactory progress) of a student enrolled at another institution.
The student has adequate insurance coverage (Bylaw 20.8.4.8).
Both institutions agree to the student-athlete’s participation and agree to cooperate in any investigations involving allegations of NCAA violations.
The certifying institution acknowledges that it is responsible and may be held accountable through the enforcement procedures for any violations involving the student-athlete even if the violation is a result of conduct by the other institution (e.g., the other institution provides the student-athlete financial aid based on athletics).
The committee will continue its discussion during its March meeting and may make a formal recommendation, with an immediate effective date, to the councils to consider during their April meetings.
Administrative Committee,March 3 Leadership expectations. The committee discussed its leadership expectations and identified ways for the councils to address issues impacting the membership. It also noted that it is empowered in the interim between meetings of the Presidents and Management Councils to transact items of business clearly necessary to promote the normal and orderly administration of Division III. The committee agreed that it is committed to seeking the councils feedback prior to acting on significant items.
Strategic priorities. Based on membership feedback and governance committee discussions, the committee highlighted several key strategic priorities for the coming year.
Amplifying institutional support of athletics staff.
Amplifying the Division III brand.
Reducing administrative burdens.
Providing educational resources.
Providing quality championships experiences and monitoring emerging sports for women.
Promoting the Association’s purchasing cooperative.
Monitoring legal and governmental actions and continuing congressional engagement.
Convention proposal referral. The committee discussed the potential action by the Membership Committee and generally agreed an individual student-athlete waiver process was appropriate as it would allow the division to collect data. [See Membership Committee]
FAR Advisory Group, March 6 Presidents and Management Councils Summary of 2025 Winter Quarterly Meetings. The advisory group reviewed select actions from the winter quarterly meetings.
Division III FAR Institute. Staff provided an update on the 2025 Division III FAR Institute scheduled for November in conjunction with the Faculty Athletics Representatives (FARA) Annual Meeting.
DEI Subcommittee, March 7 Legislative landscape. The subcommittee received an update on the current DEI legislative landscape.
Diversity programs. The subcommittee discussed recent Division III programs (e.g., Student Immersion Program) as well as recently launched programs (e.g., Institute for Administrative Advancement).
Upcoming Meetings and Anticipated Discussions.
Nominating Committee, March 12 Committee selections. The committee will review the nominations for the September 2025 committee vacancies and for a handful of immediate vacancies. It also will begin the process to populate the new NCAA committee with oversight of diversity, equity and inclusion.
Championships Committee, March 18 Coaches Connect Program. The committee will review the updated Coaches Connect Program proposal and anticipates recommending Management Council act to approve the program during its April meeting. The goal of the Coaches Connect program is to foster better communication with head coaches to enable more informed and collaborative decision making. If supported, the Coaches Connect Program would begin in the 2025-26 academic year with approximately one sport per season.
Fall sport committee reports. The committee will review fall sport committee reports specifically noting feedback from the NPI and the bracketing pilot used for the first time in Fall 2024 championships.
Convention Planning Subcommittee,March 19 2025 Convention. The subcommittee will review feedback about the 2025 convention and the results from 2025 Convention Attendee survey.
2026 Convention. The subcommittee will begin discussing Division III programming for the 2026 convention. Initial discussion will focus on potential topics for the Division III education sessions and Issues Forum.
Membership education session proposal. The subcommittee is expected to finalize a pilot program to solicit proposals from the Division III membership for conducting one of the Division III education sessions.
Interpretations and Legislation Committee,March 20 Bylaw 16 review. The committee will consider proposing several legislative recommendations based on previous committee direction to modernize Bylaw 16 and reduce burdens on campus.
Relationships with professional and non-profit sports organizations. The committee previously reviewed current regulations involving sponsorship opportunities with these entities and how those regulations compare with Divisions I and II. The committee will consider proposing legislative recommendations to provide more flexibility to engage these organizations.
Membership Committee,March 20 Convention proposal referral. The committee will continue its discussion of the convention proposal referral related to eligibility. A recommendation to the Division III Management Council for its April meeting is expected.
