Dear Colleagues,
As mentioned in the message last week from President DeGioia and President Emmert, the NCAA Constitution Committee is in the process of drafting concepts in preparation for the upcoming Special Convention. At this time, I would like to share a more detailed overview with you on the timing of events that will need to occur before and after the Special Convention to help us achieve our goals.
Below you will find key dates for your visibility. A more detailed timeline of these dates and action items is also available here.
Constitution Committee Timeline Overview.

Nov. 8: Constitution Committee delivers initial concepts to member schools.

Nov. 15: Each division discusses concepts at the Special Convention.

Nov. 15-20: Initial comment and feedback period by the membership.

Nov. 21 – Dec. 5: Constitution Committee reviews feedback and modifies concepts for membership review.

Dec. 6-11: Second comment and feedback period by the membership.

Dec. 15: Constitution Committee provides final recommendations to the NCAA Board of Governors.

Dec. 15 – Jan. 20: The Board of Governors, divisional bodies and member schools and conferences sponsor amendments to be discussed and voted upon.

Jan. 20: Members participate in the 2022 NCAA Convention and vote on a new NCAA Constitution.

Jan. 20 – Aug. 2022: Each division reviews its rules and adopts changes in time for legislation to be effective Aug. 1 for the new academic year.
The NCAA Division I Board of Directors will determine specific legislative deadlines within the December 15 to January 20 timeframe during its October 27 meeting. In addition, during its October meeting, the Division I Board is expected to take action to appoint a committee that will oversee the review of Division I leading up to August 2022.
